State Government risks repeating past mistakes on Exmouth Gulf Marine Park

Shadow Minister for Fisheries

Shadow Minister for Fisheries Kirrilee Warr MLA has urged the Cook Labor Government to learn from its past failures and ensure genuine community consultation takes place over the newly announced Exmouth Gulf Marine Park.

The Government last week revealed plans for a 2,600 square kilometre marine park, including a pledge to lock away 30 per cent of the Gulf as no-catch sanctuary zones – a move that immediately drew backlash from fishers concerned about losing access to key areas.

Ms Warr said the announcement mirrors Labor’s mishandling of previous projects, where communities were sidelined until decisions were effectively made.

“Labor has an abysmal track record when it comes to community consultation around the South Coast Marine Park and needs to engage thoroughly with the community, fisheries sector, and tourism operators,” Ms Warr said.

“It’s clear the State Government is falling into the same trap of not involving the community in discussions about projects that affect their livelihoods and way of life.

“We’ve seen this before with the South Coast Marine Park, the Burswood Racetrack, and the Aboriginal Cultural Heritage Act.”

Ms Warr said the announcement should not become another case of “decide first, consult later” and warned that local operators, particularly smaller charter businesses, risk being shut out of the process.

She called for a balanced approach that prioritises conservation without punishing those who rely on the Gulf for work and recreation.

“There needs to be a balance between environmental, social and economic outcomes,” she said.

“Sustainable fishing and marine protection can absolutely coexist, but it requires open and transparent consultation, clear communication with stakeholders, and evidence-based decision-making.”

Ms Warr said she will continue to advocate for genuine engagement with fishers, local businesses and community groups throughout the Exmouth Gulf planning process, to ensure decisions are made with the community, not to them.
